Update the "Submit Feedback" link in "About Tor Browser"

The link in "Submit Feedback", visible in Help > About Tor Browser, currently points to https://support.torproject.org/get-in-touch/. I think we can make it point to https://support.torproject.org/misc/bug-or-feedback/ directly instead.
