Remove unused onboarding strings

Onboarding was removed in the 115 rebase: #41796 (comment 2906740). So the strings in browserOnboarding.properties and onboarding.properties are now unused.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
