TBA: formatting APIs are en-US only

tested using TB 13.5a6 (up-to-date according to the playstore)

my phone is en-US so IDK if the locale is even changed based on what language it decides you are when you first install. It's entirely possible that it's never changed

• edit: note I am NOT using the setting in issue 2 below
• en-US os and en-US as language I am okie dokie
• change app language to fr
  • do not restart app (you are not prompted)
  • for the record: web content language changes but not locale

• close (menu > quit), force stop from apps settings, restart
  • same result

issue 2

There is also a follow device language option in settings which shouldn't be there which and we should be setting a language on first ever use/install like we do on desktop

issue 3 (probably)

because my phone is en-US and I can't get my locale to anything else, I cannot check the stuck state in #41930 (closed)
