Exempt pdf.js from letterboxing

I noticed PDFs are letterboxed in our browsers.

I think we could exempt them (unless there's something I'm missing).

Tom says pdf.js is already exempt from RFP, is it possible we changed something? And if it's exempt from RFP, it should be exempt also from letterboxing.
