Minimize APK size on Android

We have roughly a 100 megabyte size-limit imopsed by the Google Play Store. Smaller APKs also make users on shitty networks happier. This is a tracking issue for various other efforts.

Potential Space Savings Efforts:

~1 MB : tpo/anti-censorship/pluggable-transports/snowflake#40362 (closed)
~12 MB (~4.2 MB compressed) #42669 (closed)
