Remove browser.tor_android.use_new_bootstrap

This is a remaining of the old opt-in for the new backend.

We should probably remove it (and remove the corresponding parts of Fenix that set it).

I think it's fine to leave it in 13.5 at this point, and we could target 14.0a1 to remove it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
