Move from panel-footer class to moz-button-group

Bugzilla bug 1832348 removed the styling associated with .panel-footer class, which we use in the downloads panel and security level panel. After ESR 128 the button styling and alignment is wrong.

We should probably follow upstream and use moz-button-group.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
