Drop patch for #40166

I think this patch was added because some alphas managed to enable the auto importing of 3rd party certificates before we could audit this mechanism.

However, we now set the correct preferences in our profile, and old users already got this cleaned for sure thanks to the watershed of 12.0.

So, unless I'm misunderstanding something, I think this patch can be dropped.

Also, if we want to take a stronger position on this, we could transform the functions that actually perform the import to nops.
