Add linter convenience script to tb-dev and update developer documentation

The new linter CI only triggers a subset of moz-central linter, so let's add a convenience script for tor-browser developers to only run the linters we also run on CI.

While we are at it let's also help out developers by updating the develpoer documentation over on https://gitlab.torproject.org/tpo/applications/team/-/wikis/Development-Information/Tor-Browser/Contributing-to-Tor-Browser#linting
