Drop `Bug 28125: Prevent non-Necko network connections` in favor of build system changes

Per @pierov's comment in #42616 (comment 3040358) this patch isn't actually doing anything and there's a better way to do what it's not doing anyway (the patched component is never ingested into the final apk).
