Extend prefers-contrast rules to include forced-colors

In bugzilla bug 1877780 they started switching prefers-contrast queries for forced-colors instead.

We only use prefers-contrast for "about:tor" and the tor circuit button icon. I should find out from the mozilla team what their long term plan is to know whether we should switch.
