Review Mozilla 1498512: Enable by default setSinkId pref

Enables by default the Audio Output Devices API: https://developer.mozilla.org/en-US/docs/Web/API/Audio_Output_Devices_API. Not sure if fingerprintable.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
