Maybe Revert/Augment Bugzilla 1876806 (Delete all files downloaded in private browsing mode)

Do we potentially want the old behaviour here? Probably not a blocker for 14.0 stable but longer term this functionality (DELETE EVERYTHING) may be desirable?
