Remove translation CI 13.5 legacy extension

!1231 (merged) and https://gitlab.torproject.org/tor-browser-translation-bot/translation/-/merge_requests/5 made some additions to the translation CI to include the 13.5 legacy branch.

We should clean up the legacy logic once we no longer need it.
