Extensions page unnecessarily fetches recommended addons on Android

The extensions page still fetches the list of recommended addons and their icons even though they are no longer displayed on Tor Browser. This also delays showing the installed extensions until the fetching is complete.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
