Hide Snowflake UX in legacy Tor Browser on Windows

Snowflake depends on a newer version of go than Windows 7 or 8 supports, so it will never be available in legacy Tor Browser 13.5 for Windows (macOS is unaffected).

We should conditionally remove mention of the Snowflake built-in bridges from about:preferences to avoid confusing users.
