Bookmarks have option to open in a not private tab

In android when i creste a bookmark in bookmarks list there is the option to open in new tab and open in private tab but when trying in new tab it returns to the opened private tabs list if i click back button the screen starts flickering but no page is shown.

Is opening a site in a non private tab a security issue? Is the safety level aplied there too?
