Add a browser commit tag+signing script

We've added enough complexity to our build system such that we should really have a script for properly signing base-browser, tor-browser, and mullvad-browser alpha, stable, and legacy channels.

Notes from the 2024-10-28 browser meeting:

• Repo for non-build tools, rather than including them in the rolling branches?
  • tor-browser-build/tools/browser
  • symlink your local tor-browser/mullvad-browser repo into this dir
  • then any script just looks locally for the relevan repo in the tools/browser scripts dir
  • e.g. tools/browser/tor-browser woudl link to the developer's tor-brwoser.git directory
  • also .gitignore
  • a README, of course
  • and we're fine with best tool for the job (ie. no annoying script langauge bikeshedding ok?)
