Do not focus the connect button if the user has never connected before

    From #42605 (comment 3133284), so I don't forget:

    I think it also might make sense to not automatically have focus move to the "Connect" button (as it does now) if the user has never bootstrapped before. To lower the risk of accidentally pressing "Enter" and activating the normal bootstrap before you've read anything.

    I think we could have a preference controlled by TorConnect to determine whether we've had a successful bootstrap or not.
