Remove the "[android] Stop PrivateNotificationService" patch

We have this old patch: d419843f.

Is it still needed? Was it an error upstream or was it due to Orbot's notification? And in case, since that notification isn't shown anymore, can we remove the patch?

Otherwise, can we add some comment in the code to add some context?

The original issue is android-components#40023 (closed), but some information should be also in fenix!49 (comment 2712256).
