Stop using alert role for the lox bridge pass update message

When I initially implemented the update message for the bridge passes I used role="alert".

I don't think this should be a live area any more. Lox upgrades are so far between the user is unlikely to be on this page when we show the message. Moreover, it is further down the page, so there's no guarantee that this area is even visible on screen. Finally, some screen readers will announce the alert when the visibility changes, which may include when the area becomes visible in a search result or when switching category, which would be distracting.
