Replace tor-loading.png with SVG
In bugzilla bug 1904040 they dropped the loading.png icon, and replaced it with loading.svg (spinning arrows).
Our purple variant tor-loading.png icons, which are used for lox invites (and previously for the internet test) are based on loading.png. We should consider switching them in ESR 140.
