Drop "Restart Tor Browser" button from connect assist final page

On the final page of connect assist we show a "Restart Tor Browser" button. See #41621[desktop-final-error.png] and #41188[android-final-error.png].

On desktop this just restarts the application, but it is not clear why we want to show this as a highlighted action on this page. The "Start again" button already allows you to start the connect process again. It is not clear what additional benefits restarting the whole application would have for addressing the user's issue.

Does anyone know of a reason? Otherwise we could just have a "Start again" button in its place or nothing at all.
