Use the same logic in about:tor as the about dialog for the release notes

From !1434 (comment 3173691).

!1434 (merged) updated our app.releaseNotesURL to point to our release blog.

We could use the same preference in AboutTorMessage.sys.mjs instead of the custom torbrowser.post_update.url preference.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
