Add a new TorConnect stage for Moat connection errors
Split from #43488 (closed).
In the case where a Moat connection fails (with DomainFrontRequestNetworkError) we might want to show a separate MoatError stage, which is similar to ChooseRegion in function, but uses different wording that highlights the issue with connecting to Moat.
