Translated strings sometimes use ASCII instead of unicode punctuation

Our en-US source strings are linted with fluent-lint
to ensure they do not contain ASCII punctuation '
, "
or ...
instead of their more specific unicode equivalents. But our translators still use these characters on Weblate, unlike the translations coming from Firefox. E.g. see the French locale, which uses a lot of apostrophes.
I'll see if we can get a check in at Weblate, so I opened an issue there: https://github.com/WeblateOrg/weblate/issues/14457
