Translated strings sometimes use ASCII instead of unicode punctuation

Split off from #40353 (comment 2840486).

Our en-US source strings are linted with fluent-lint to ensure they do not contain ASCII punctuation ', " or ... instead of their more specific unicode equivalents. But our translators still use these characters on Weblate, unlike the translations coming from Firefox. E.g. see the French locale, which uses a lot of apostrophes.
