Survey banner isn't displaying for other locales on Android

The survey banner was translated in to the following languages:

• EN
• ES
• FR
• PT-BR
• RU

For all other locales, the plan was to fall back to display the banner in EN. However this doesn't seem to be working on Android – and the banner seems to be missing on other locales.
