Survey banner should not be present on TB Alpha for Android

It appears that the survey banner is live on Tor Browser Alpha for Android too, however it should be stable only. For ref, see #43489 (comment 3160518) and the description of #43505 (closed), where we decided on a stable-only approach.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
