What is DisableNetwork 1 in the torrc?

My torrc file appears to have been deleted and replaced with a new torrc.

This new torrc has an entry that I've never seen before: DisableNetwork 1

What does it mean? Why has it appeared? I am using the Tor Browser Bundle - not running tor from the command line. I am using version 14.5 on Linux.
