Security level shield icon should be flipped for RTL locales

The security level panel has the shield icon as a background, but it does not look good in RTL languages

Reproduction steps

Expected behaviour

The filled part of the icon should be visible in the RTL version, it does not look so well now. The image should be mirror-flipped for RTL languages

Actual behaviour

The icon is the same for both text directions

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
