Add circumvention settings/moat requests to the logs

User Story

If there are problems to bootstrap Tor in censored areas users can share their logs. But currently those logs only include c-tor bootstrap information. Including all Circumvention Settings/moat requests and their error or success will greatly help the anti-censorship team to figure out where the problem is.
