tor-branding.css declarations are overwritten

The tor-branding.css file only contains declarations for --letterboxing-bgcolor, --letterboxing-gradient-color1 and --letterboxing-gradient-color2, which are overwritten in letterboxing.css.

I wonder if it would just be simpler to keep these tor-only changes within the letterboxing.css file. Or rename tor-branding.css to be tor-browser-letterboxing.css and import it after letterboxing.css.
