Write continuous Nightly rebase process documentation for Wiki

We need to document our continuous 4-weekly process for all the work involved in migrating Tor Browser Alpha from one Nightly to the Next. This should include:

rebase
bugzilla issue triage
bugzilla issue audit
patch uplift

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
