Update the translation CI to use the new mozilla versions

Our development/alpha branch will be following upstream rapid release, so the branch name will be of the form -140.1a1- or -140.1b1-, rather than -140.1esr.

I need to change the translation CI to be able to parse the alternative non-esr forms.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
