Modify about:license for Tor Browser and drop about:rights

Description

about:rights now redirects to www.mozilla.org/en-US/about/legal/terms/firefox/. We probably don't want this. Even the old about:rights was a little strange in the Tor Browser context.

@morgan Can we just get rid of this page? Is there any reason we haven't in the past?

NOTE: about:rights is exposed in the about:license page. I'm not aware of any other link to this page.
