Report broken site is disabled rather than hidden

The bugzilla issue mentioned in #43779 (closed) changed the upstream behaviour to disable this button rather than hide it. So "Report broken site" still appears in our app (hamburger) menu and the "Help" application menu.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
