Safest users can no longer downgrade mid-session to temporarily enable JS

Previously, Safest users could temporarily downgrade to Safer when visiting certain websites that require the completion of turnstiles/CAPTCHAs, for example.

However since the security level changes shipped in 14.5.4, changing security level now forces a restart. As a result, the workaround described above is no longer possible without resetting your session and losing all tabs.

This issue has been reported by several Safest users on the Tor Forum.
