Update tb-dev to handle lightweight tags

Currently tb-dev assumes that FIREFOX_ commits are annotated tags, but the new tags from upstream are lightweight, which is breaking the script.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
