Fix build issues relating to telemetry being disabled

There is code that does not compile when telemetry is disabled. We have various quick fixes that just remove breaking code instead of having them be conditionally called if telemetry is not disabled. Possible uplift. Problem and potential fix found in !1509 (comment 3197935)
