Move the toolchain bits back to tor-browser-build

At a certain point, we moved our mozconfigs here because it made sense.

However, for Android we also set some toolchains bits.

I think those could go back to tor-browser-build.git instead.

Stuff like --disable-enterprise-policies could stay here instead.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
