Re-enable the webcompat bundled extension

Originally, the webcompat extension was dropped in #21431 (closed).
However, there aren't many information about a deep audit. We might do one.
User Story
Mozilla provides a series of scripts to improve compatibility with known broken websites.
It'd be nice if Tor/Mullvad Browser users could also benefit from them.
Security and Privacy Implications
Security
Scripts that are potentially downloaded through remote settings (not sure about this, though).
We might want to be sure to ship only scripts with the browser, to avoid targeting.
Privacy
We need to audit this feature, and make sure it doesn't call home.
Also, if the reporter is part of this extension, we'll have to disable it, as users might think they're sending the report to us.
Accessibility Implications
Might be good for a11y, in case some webcompat interventions are about a11y?
