Generate torrc-defaults and put it in objdir post-build

In #43564 I got bootstrap working for desktop builds, but the one thing missing is torrc-defaults.

That file doesn't come pre-built in the tor-expert-bundle, so we need to figure out what to do there.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
