Problem: With the recent change requiring a restart to apply security level adjustments, users who switch to a lower level (e.g., Safer or Standard) must remember to manually reset back to Safest. If they forget, Tor Browser will remain in the weaker mode across future sessions. This increases long-term exposure and undermines the expectation that Tor starts in its most secure configuration.
Proposed Solution: Add a user-facing toggle in Tor Browser settings:
“Always start in Safest mode by default (ignore previous session’s setting)”
When enabled, Tor Browser always launches in Safest security level.
If a user lowers the security level for a specific task, the browser will restart into that lower mode as required.
On the next launch, Tor resets to Safest automatically, regardless of the previous session.
Benefits:
Prevents users from forgetting they left Tor in a weaker mode.
Provides a clear, predictable baseline of maximum security.
Especially valuable for high-risk users (activists, journalists, censored populations).
Maintains flexibility: users who prefer persistent settings can simply leave the toggle disabled.
Notes: This proposal doesn’t alter the new restart requirement. It only ensures that Safest can be restored automatically at startup if the user opts in.
