issue: dom.popup_allowed_events ignored

replicate: about:config search for "dom.popup_allowed_events" and empty it. go to a site with popups or unwanted new tabs

expected behavior: cause any popups or newtabs to be blocked and increase the counter in the notification bar.

actual behavior: popup windows/newtabs open regardless.
