Hand over Security Level's WebAssembly controls to NoScript

in ESR140 PDF.js started requiring WebAssembly to render some images, so Safer and Safest security level which disable wasm globally break some PDF documents (see #44234 (closed)).

Handing over wasm disablement to NoScript (possible from version 13.1 on) exempts PDF.js renderers (therefore unbreaking those documents) and allows "power users" to temporarily unbreak some sites on Safer without restarting the browser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
