DownloadsTorWarning.sys.mjs fails to load

When trying to access downloads in the 145-based branch I get errors that DownloadsTorWarning.sys.mjs cannot be loaded.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
