Make sure "Firefox labs" is hidden by default

I noticed in 147 when loading about:preferences for the first time, a navigation item briefly appeared and then disappeared. I suspect it was the "Firefox labs" section, since upstream has decided to show this by default now (I don't know the bugzilla bug right now).

We should make sure this element is hidden by default to prevent this "flash" of visibility.
