Notes

This helps to fix a piece of #42579 but doesn't fully resolve it.

To properly uplift the addition of the CreateDirect3D11DeviceFromDXGIDevice function that was added in #41459 (closed) it needs to be moved from third_party/libwebrtc/rtc_base/win/create_direct3d_device.h to the mingw webrtc patch in tor-browser-build (specifically windows.graphics.directx.direct3d11.interop.idl).
