privacy.spoof_english console error in about:preferences

After the 149 rebase, we're getting a console error due to adding privacy.spoof_english, which is already added by upstream (as part of the new config approach.

Whilst we address this, we might as well convert our checkbox (with string languages-customize-spoof-english) to use the config approach.
