One-time ultimate switch Tor Browser Android to HTTPS-Only and getting rid of any HTTPS-Everywhere remnants

Followup to #41159: after sufficient alpha testing confirms we can definitely move away from HTTPS Everywhere, forcibly turn HTTPS-Only on and remove every trace of the bundled extension as discussed [in this thread](https://gitlab.torproject.org/tpo/applications/tor-browser/-/issues/41159#note_2835873).
